About the URL Encoder / Decoder tool
Encode text for safe inclusion in URLs (percent-encoding) or decode an encoded URL back to readable form. Both component and full-URL encodings are supported.
Component encoding escapes & = ? and /, which is what you want for a query parameter value. Full-URL encoding leaves the URL structure characters intact.
